Welcome

Hello and welcome to the Belmont County Clerk of Courts website.  After being elected in November of 2016, I became responsible for maintaining the records of all Felony Criminal, Divorce, Court of Appeals, Notary Records, and Major Civil Litigation cases in the county.  With a staff of 6, we process around 80,000 entries per year onto Court Dockets and maintain past records going back to the early days of Belmont County. We also insure that Juries are properly called when needed by our Judges, and that Subpoenas and other Legal Documents are properly served on parties. In addition, our Title Office processes an average of 33,000 Automobile Titles per year.

Our physical office is located on the top floor of the Court House in St. Clairsville.  The Title Office is located at 121 East Main Street with a staff of 6.  This service is also available in our Eastern Branch at Belmont County Court Building at 400 Imperial Plaza in Bellaire (staffed Tuesday and Thursday 8:30-4:00)

Feel free to browse our website for further information on our office and to search current case records.  I wish to thank you for your support.  I am very proud of my excellent staff. We are committed to providing quality, courteous, and efficient service to the citizens of Belmont County.

Sincerely,

David S. Trouten Jr
